TaskBOQ Quantity Tolerance Guard: cumulative actual quantity ≤ planned × 1.05 — anything beyond a 5% overrun is treated as a true scope expansion and handled via baseline revision (ICC), never by relaxing the guard. EV inflation (gaming CPI by over-reporting quantity) is structurally blocked.
